Suspected negligence

You can report to the National Audit Office if you suspect negligence in the disclosure of election campaign funding or in how political party organisations disclose their funding.

The National Audit Office of Finland (NAOF) oversees that the elected candidates and their alternate members disclose their election campaign funding. In addition, the NAOF oversees how political parties, their affiliated entities and the associations receiving party subsidies comply with the provisions on party subsidies and the disclosure of election campaign costs and funding. The NAOF also oversees the use of government grants awarded to political parties (party subsidies).

Anyone can report to the NAOF if they suspect material negligence in the disclosure of election campaign funding or in compliance with the provisions of the Act on Political Parties.

Reporting suspected negligence

The report is drawn up in a free-form manner. To speed up the processing of the report, we hope that the report includes the following information:

  • whether the suspected negligence concerns election campaign funding or political party funding
  • how the case is related to election campaign funding or political party funding
  • the name of the person or organisation that the report concerns
  • what elections the report concerns (if applicable).

Additional information provided as accurately as possible speeds up the processing of the matter. You can also include attachments in the report.

The NAOF may not be able to process reports submitted anonymously or under a fictitious name. We therefore recommend that the report includes the submitter's name, email address and telephone number.

Please note that, under the Act on a Candidate's Election Funding, the NAOF's oversight of election funding ends eight months after the confirmation of the election results. Therefore, we do not process reports received after the deadline for the elections in question.

The processing of personal data is governed by the Data Protection ActAvautuu uuteen välilehteen and theEU General Data Protection RegulationAvautuu uuteen välilehteen. Under section 12 of the Constitution of Finland, documents and recordings in the possession of the authorities are public, unless their publication has for compelling reasons been specifically restricted by an act. Public access to documents is restricted by the secrecy grounds specified in the law, such as the right to privacy, which is protected the Constitution of Finland (section 10, subsection 1).
