Register of Legal Representatives

Providers of political advertising services are required to designate a legal representative if they do not have an establishment in the EU.

Political advertising services in the EU may also be provided by operators that do not have an establishment in any EU member state. These operators must designate a natural or legal person as their legal representative in one of the EU member states in which they provide their services.

The legal representative acts as the addressee for the service provider and is responsible for ensuring that the advertising complies with the regulation on political advertising.

The designation of a legal representative takes place by registering the representative in the public register of legal representatives in the EU member state where the representative resides or is located. A representative residing or established in Finland must be registered in a register maintained by the National Audit Office of Finland.

​The legal representative is registered by submitting the information listed below by e-mail to [email protected]Avautuu uuteen välilehteen. The information may also be delivered by secure email using the Parliament’s secure messaging serviceAvautuu uuteen välilehteen.

The registration message must include the following information:

  • name of service provider represented
  • the name, postal address, e-mail address and telephone number of the legal representative designated by the service provider.

Any changes in the information must be reported to the National Audit Office of Finland.

Register of legal representatives

There are currently no registered representatives in the register. The register will be updated as information on legal representatives of political service providers is submitted to the register. This information was last updated on 20 August 2026.

The National Audit Office of Finland maintains a register of legal representatives registered in Finland as laid down in Article 21 of the EU Regulation on the Transparency and Targeting of Political Advertising.
