Disclosers

Under the Act on a Candidate’s Election Funding, the election funding disclosure must be submitted by
  • members of Parliament elected in parliamentary elections and alternate members appointed on confirmation of the election results
  • candidates elected as council members or as alternate members in municipal elections
  • a candidate who has been standing simultaneously in both the county elections and the municipal elections and who has been elected as a council member or alternate member in both or one of these elections is obliged to disclose their election campaign funding in both elections
  • members of the European Parliament elected in the European Parliamentary elections, alternate members appointed on confirmation of the election results, and the candidates following the alternate members
  • the political parties nominating candidates for the presidential elections and the polling representatives of the constituency associations nominating candidates or the representative’s alternate
  • candidates elected as county council members or alternate members in county elections.

The disclosure obligation applies directly to the person who has been elected or appointed as an alternate member. The person subject to the disclosure obligation is personally responsible for the information given in the election funding disclosure. The campaign manager or the person responsible for the campaign finances cannot submit the election funding disclosure on behalf of the person subject to the disclosure obligation, who must submit the election funding declaration themselves. A candidate subject to the disclosure obligation who has been a candidate in both the county elections and the municipal elections at the same time should file one disclosure containing information on the funding of both election campaigns. Only those subject to the disclosure obligation may register with the service portal.

The NAOF processes and publishes only election funding disclosures submitted by those subject to the disclosure obligation. Other people may, of course, disclose information about their election campaign funding themselves on an online platform of their choice or in some other way.
