County and municipal elections 2025 – information on election campaign funding for candidates and the media

The 2025 county and municipal elections will be held on Sunday, 13 April 2025. On this page, you will find information about filing an election funding disclosure on the elections and the most important dates of the elections.

Campaign time begins on 13 October 2024 – Monitor your election campaign costs and the contributions you receive from the beginning

In the election funding disclosure, the candidate discloses both the election campaign costs for the campaign period and the funding to cover the costs. The campaign period of the 2025 county and municipal elections starts on 13 October 2024 and ends on 27 April 2025.

When you monitor your election campaign costs and funding systematically from the beginning, it is easier to file the election funding disclosure. Monitoring also helps to clarify what are campaign costs and what are private expenses.

The most important dates of the 2025 county and municipal elections

13 October 2024 The campaign period starts six months before the elections.
13 March 2025 Candidates can start filing voluntary advance disclosures. However, the advance disclosure can only be filed when the master list of candidates has been compiled.
12 April 2025 Last day for filing voluntary advance disclosures.
13 April 2025 Election day.
16 April 2025 The election results are confirmed. Those subject to the disclosure obligation can start filing election funding disclosures.
16 June 2025 Last day for filing election funding disclosures.

A voluntary advance disclosure of election campaign funding can be filed between 13 March and 12 April 2025

Before the election day, all candidates can file a voluntary advance disclosure of their planned election campaign funding and election campaign costs to the National Audit Office. The advance disclosure can also be filed by all political parties and associations referred to in the grant decision. Advance disclosures for the county and municipal elections can be filed between 13 March and 12 April 2025. However, the advance disclosure can only be filed when the master list of candidates has been compiled.

The advance disclosure must be filed before the election day. It should be filed primarily electronically in the service portal of the National Audit Office. Candidates can file advance disclosures in the service portal until midnight on Saturday, 12 April 2025. Written advance disclosures must reach the National Audit Office by 15:00 on Friday, 11 April 2025. Advance disclosures received after that will not be published or processed.

If you are a candidate in both the county and the municipal elections, you should file a separate advance disclosure for both elections.

Advance disclosures received in time will be disclosed as such without delay.

Advance disclosures filed by those subject to the disclosure obligation will remain available online for a period of six years. Advance disclosures filed by actors other than those subject to the disclosure obligation will remain available online for 30 days from the confirmation of the election results. After that, they will be automatically removed from the web.

Actual election funding disclosures are received as from 16 April 2025

The actual election funding disclosure is filed only by those subject to the disclosure obligation, i.e.

  • candidates elected as council members or alternate members in the county elections
  • candidates elected as council members or alternate members in the municipal elections.

In the 2025 county and municipal elections, those subject to the disclosure obligation must file the election funding disclosure no later than on Monday, 16 June 2025, i.e. within two months from the confirmation of the election results. The disclosure is filed primarily electronically in the service portal of the National Audit Office.

The election funding disclosure must be filed even if the candidate has not had any campaign costs or election funding to be disclosed.

The candidates who have been standing in both the county and the municipal elections at the same time and that are subject to the disclosure obligation should file one election funding disclosure to disclose the costs and funding of their county and municipal election campaigns.

The candidates can file the election funding disclosure in the service portal in time until midnight on 16 June 2025. A disclosure filed in writing must reach the National Audit Office by 15:00 on 16 June 2025. Election funding disclosures received after that will be marked as late.

Candidate in both concurrent elections – Please note the following

Those candidates standing in both elections that are subject to the disclosure obligation should file one election funding disclosure to disclose their election campaign costs and funding for both elections.

An advance disclosure, in turn, should be filed separately for both elections.

In the election funding disclosure, the candidates who have been standing in both the county and the municipal elections must specify all donors from whom they have received contributions amounting to at least EUR 800, and they are allowed to receive a maximum of EUR 9,000 in contributions from the same donor.

The National Audit Office has prepared separate guidelines for candidates standing in both the county and the municipal elections.

A missing or incomplete election funding disclosure may result in a penalty payment

If an actor subject to the disclosure obligation fails to file the election funding disclosure despite a reminder to do so or if the disclosure is inaccurate or incomplete in essential parts, the National Audit Office may require the actor to file the disclosure or to correct the error or provide the missing information on pain of a penalty payment. The penalty payment will be imposed by the Sanction and Penalty Board, which is a separate body.

Political parties and party associations must file the disclosure in connection with their 2025 financial statements

A political party must submit an itemisation of the costs and funding of its 2025 county and municipal election campaign to the National Audit Office within three months of the adoption of its financial statements for 2025.

A party association referred to in the grant decision must submit an itemisation of the costs and funding of its county and municipal election campaign to the National Audit Office within one month of the adoption of its financial statements for 2025.

The information must only be submitted as part of the financial statements for the election year.

For example, you can download a report on the parties that have filed or failed to file the disclosure. You can also download a report on disclosures filed after a specific date and on the largest donors.

Oversight tasks of the National Audit Office

The National Audit Office has received election funding disclosures since 1 May 2009. The National Audit Office publishes the advance disclosures and election funding disclosures it has received and the disclosures submitted by political parties and the associations referred to in the grant decisions in real time in its online service. The disclosures are freely available in the online service – anyone can browse the disclosures and search for information in them through reports.

The tasks of the National Audit Office are laid down in the Act on a Candidate’s Election Funding. The National Audit Office oversees compliance with the disclosure obligation. This means that the National Audit Office

  • publishes all disclosures that it has received without delay
  • checks that all actors subject to the disclosure obligation have submitted the disclosures required under the Act on a Candidate’s Election Funding
  • after examining the disclosures, may, if necessary, request a discloser to file a new disclosure, to provide additional information to supplement the disclosure, or to provide information corroborating the accuracy and completeness of the disclosure.
