Presidential elections 2024 – information on election campaign funding for disclosers and the media

Information about submitting the election funding disclosure for the 2024 presidential elections and the most important dates of the elections.

Campaign period starts on 28 July 2023

Election campaign expenses and funding are stated on the election funding disclosure. The expenses are given for the campaign period. The campaign period of the 2024 presidential elections starts on 28 July 2023 and ends on 11 February 2024. If there is a second round in the presidential elections, the campaign period ends on 25 February 2024.

The most important dates of the 2024 presidential elections

28 July 2023 The campaign period starts six months before the elections.

21 December 2023 Candidates can start submitting voluntary advance disclosures. The advance disclosures can only be submitted after the list of candidates has been prepared.

26 January 2024 Last day for submitting the voluntary advance disclosures for the first round of the elections.

28 January 2024 Election day of the first round.

30 January 2024 The results of the first round of the elections are confirmed and the period for submitting the election funding disclosures starts.

2 April 2024 Last day for submitting the election funding disclosure for the first round of the elections.

9 February 2024 Last day for submitting the voluntary advance disclosure for the second round of the elections.

11 February 2024 Election day of the second round.

14 February 2024 The results of the second round of the elections are confirmed and the period for submitting the election funding disclosures starts.

15 April 2024 Last day for submitting the election funding disclosure for the second round of the elections.

If any of the candidates is elected in the first round of the presidential elections, the campaign period starts on 28 July 2023 and ends on 11 February 2024.

If there is a second round in the presidential elections, the campaign period ends on 25 February 2024.

Voluntary advance disclosure of election campaign funding

Advance disclosures for the first round of the elections must be submitted in writing to the National Audit Office by 15.00 on 26 January 2024. If a second round is held, the advance disclosures for the first round can be supplemented before the second election day. If the advance disclosure is not submitted before the first election day, it can also be submitted before the second election day. In both cases, the advance disclosure must be submitted in writing by 15.00 on 9 February 2024. Advance disclosures received after that will not be published or considered.

The advance disclosure must be submitted in writing. The political party nominating a candidate and the polling representative of the constituency association nominating a candidate or the representative’s alternate may submit an advance disclosure before the election day containing a plan for election campaign funding and expenses. However, the advance disclosure can only be submitted after the list of candidates has been prepared. The National Audit Office will publish the advance disclosures without delay in its election funding register at www.vaalirahoitusvalvonta.fi.

Election funding disclosure

The political party nominating a candidate for the presidential elections on 28 January 2024 and for the possible second round on 11 February 2024 and the polling representative of the constituency association nominating a candidate or the representative’s alternate are obliged to submit disclosures of their election funding. Provisions on the disclosure obligation are laid down in the Act on a Candidate’s Election Funding (273/2009). Disclosers must submit an election funding disclosure.

If only one round of elections is held, the election funding disclosures must be submitted within two months of the declaration of the results, which means that the written election funding disclosures must be received by the National Audit Office by 15.00 on 2 April 2024.

If a second round is held, the election funding disclosures must only be submitted after that. The election funding disclosures must be submitted within two months of the declaration of the results of the second round, which means that the written election funding disclosures must be received by the National Audit Office by 15.00 on 15 April 2024. All election funding disclosures received after that will be marked as late.

One election funding disclosure is submitted for each candidate.

Political parties and associations must submit the disclosure in connection with their 2024 financial statements

Political parties must submit the itemisation of the expenses and funding of the 2024 presidential election campaign to the National Audit Office within three months of the approval of their financial statements for 2024.

The associations referred to in the grant decision must submit the itemisation of the expenses and funding of the presidential election campaign to the National Audit Office within one month of the approval of their financial statements for 2024.

The information must only be submitted as part of the financial statements for the election year.

A missing or incomplete election funding disclosure may result in a conditional fine

If the discloser fails to submit the election funding disclosure despite a reminder to do so or if the disclosure is inaccurate or incomplete in essential parts, the National Audit Office may require the discloser to submit the disclosure or correct an error on pain of a conditional fine. The conditional fine will be imposed by the Sanction and Penalty Board, which is a separate body.

Supervisory tasks of the National Audit Office

The National Audit Office has received advance disclosures and election funding disclosures since 1 May 2009. The National Audit Office publishes the advance and election funding disclosures that it has received and the disclosures submitted by political parties and the associations referred to in the grant decisions in real time in its online service. The disclosures are freely available in the online service – anyone can browse through the disclosures and search for reports providing information on them.

The tasks of the National Audit Office are laid down in the Act on a Candidate’s Election Funding. The National Audit Office supervises compliance with the disclosure obligation. This means that the National Audit Office

  • publishes all disclosures that it has received without delay
  • checks that all disclosers have submitted the disclosures required under the Act on a Candidate’s Election Funding
  • if necessary, after checking the disclosures, urges the discloser to submit a new disclosure, provide additional information to supplement the disclosure, or to provide information on the accuracy and completeness of the disclosure.
